Muscatine police claims that an eight month old died in an illegal home day care which raises doubts on the safety of kids in day cares.
Ryan McFarland is the person behind the criminal act. The boy died after McFarland placed him face down on a soft pillow. Though the department of Human Services revoked McFarland's daycare registration in 2006 still he continued his operations.
So now the question arises that is there any need of rules and regulations in home day care providers. Lowa day care centres face a tougher licensing process than home day care providers. In Iowa, one only has to register with the state to run an in home day care if you watch 6 or more kids.

Though more and more infant daycare spaces are coming up by government, many parents returning to work face an acute shortage of licensed daycare.
The province launched a new preschool strategy in which private daycares transitioned to provincially funded centres. They charge regulated fees, have certified staff and offer an approved, standardized curriculum. They are bigger than most of the privately owned.
Government also launched a provincial day care registry to allow parents to get detailed information about day care centres and put their child's name on waiting lists for those much-coveted spaces. It went live online last spring. But some parents are finding the registry has not helped in their quest for licensed care for their little ones.

A staff member at a daycare centre for migrant workers brutally attacked 8 children with a knife which has left everyone under shock.
The attack took place at noon at the Xiaofuxing daycare centre in Shanghai's suburban Minhang district. Children between the ages of 3 and 4 were hurt and wounded on their hands, faces and necks in the outbreak of violence at the daycare.
Some parents of the children claimed that they sent their children to the daycare centre on the recommendations of someone else. This daycare centre is run privately and charges 300 Yuan every month. It has four classes; each containing 30 to 40 students. The police have detained the person who is suspected of committing the attack.
